The Manitou is fully operational. It has been regularly maintained and has just been routinely replaced with an identical new unit.

Sale is possible as advertised for the gross = net final price. Since the vehicle is from municipal ownership, the differential taxation according to §25a of the German VAT Act applies. Alternatively, invoicing can be done plus 19% VAT.
